Steps

Open an image that you want to turn into a stencil. Then, select Image>Adjustment>Black&White
2
Select Image>Adjustment>Threshold. Adjust the Threshold level until your image in black and white.

Go to filter>Artistic>Cutout. Set Number of Levels to 2, Edge Simplicity to 2 and Edge Fidelity to 2.
